Local 354 has been in recent discussions with management regarding Article 27.11B. This Article speaks to the hiring of candidates in a certain order: internal, external lay-offs from other Colleges, and then external. The dispute between management and union on 27.11B is that management is giving no preferential treatment to internal candidates and, when they have granted an internal candidate an interview, they have breached the clear wording of the article by interviewing the internal candidate among externals.
Local 354 will continue to argue that should our internal members have the competency, skill and experience to fill a position, they should be hired.
