What is the Partial-Load Registry?
The Partial-Load (PL) Registry, established under the 2017-2021 CAAT-A Collective Agreement, enhances job protection for partial-load faculty (teaching 7-12 hours per week). By registering, employees indicate their interest in future partial-load work at Durham College for the upcoming academic year. The Registry tracks participants’ job experience, including service credits, courses taught since Fall 2017, and the Faculty(s) where they were taught.
- The Registry applies to the academic year (September 1 to August 31).
- Registration deadline: April 30th each year.
- All courses taught in part-time, partial-load, or sessional status contribute to hiring priority.
How do I get on the Partial-Load Registry?
Please visit the Partial-load Registry page on ICE, by April 30th, 4:00pm to be considered for partial-load teaching contracts in the following academic year. For example, to be included for September 2025 – August 2026, register by April 30, 2025. You will need your credentials to fill out the registration form. Click “save” to submit the form to Human Resources – a pop up will appear to confirm your form has been sent. We recommend taking a screen shot of the confirmation for your records. When do I register?
- Registration is open from April 1st – April 30th each year.
- Late registrations will not be accepted.
Who can register?
- Current partial-load employees at Durham College.
- Previously partial-load employees with at least 8 service credits in the last 4 years.
Why should I register?
The collective agreement mandates that managers must consult the Registry when hiring partial-load employees, giving priority to qualified faculty who have previously taught the course. To be considered “qualified”, you must:
- Be registered in the Registry.
- Be currently employed as a partial-load faculty member OR have 8 service month credits in the past 4 years (Article 26.10 E (i).
- Note: As per Article 26.10 F, where a partial-load employee advises the College that the employee has:
- given birth to a child and has not worked for a period of up to 78 weeks from the date of birth; or
- has become a parent, not by giving birth, and has not worked for a period of up to 63 weeks from the date that the child has come into the custody, care and control of the employee for the first time;
The College will extend the period in 26.10 E (i) by such period that the employee has not worked.
- Failure to register may result in missed teaching opportunities. Registration is required annually and does not carry over from previous years.
Are the Partial-Load Registry and the Partial-Load Seniority list the same thing?
They are actually two different documents.
- The Partial-Load Seniority list is issued each January for everyone with partial-load service. It is created automatically from past contract data
- The Partial-Load Registry is an optional, enrolled list that requires you to sign up each April.
Who maintains the Registry?
Durham College manages the Registry.
Am I automatically included in the Registry once I register?
No. After you register, Durham College will verify your eligibility and add you if you qualify.
Why is the Partial-Load Registry important?
Registering ensures hiring priority for partial-load contracts. The Registry references faculty seniority from the partial-load Seniority List to determine priority. Faculty with higher service credits should be offered partial-load contracts first. If this is not the case, please contact a Local 354 Union Steward as quickly as possible.
Why does the Registry exist?
Before 2017, managers could assign partial-load contracts at their discretion, meaning achieving partial-load status did not guarantee continued employment. The Registry enforces seniority-based hiring, ensuring more secure job opportunities for experienced partial-load faculty.
How does the Registry work?
- The College determines a need for a partial-load faculty member to teach a course.
- Hiring managers must consult the Registry.
- Eligible faculty must have previously taught the course in the relevant department.
- Faculty with the highest service credits receive priority.
- The assignment must not exceed 12 Teaching Contact Hours per week.
- The offer is conditional on sufficient enrollment.
How far back does the Registry track courses for hiring priority?
The Registry includes courses taught since December 20, 2017.
